Check that locking valve (M1) is energized and/or not jammed.
(a) Test locking valve and replace defective parts (paragraph

Check for improper clutch pressure.
(a) If low, adjust clutch pressure (paragraph 5-40.57).
(b) If pressure is correct, proceed to step 2.
Step 2.
Replace inch valve (paragraph 5-40.21).
