Check fluorescent lamp switch for continuity.
(a) If continuity is not present, replace switch

Check capacitor for shorts.
(a) If defective, replace capacitor (paragraph 5-36.13).
(b) If malfunction persists, refer to electrical schematic and
troubleshoot.
